A sliding window watches the door. A burst of joins - 10 in 10 seconds by default - trips raid mode instantly, and it exits with hysteresis so it never flaps.

Freshly minted throwaway accounts get held on arrival. Set the minimum age in days and let the bouncer turn them away before they act.
New-member link lockdown
For a window you choose, brand-new arrivals cannot post links - so a raid account never gets the chance to spam phishing in its first minute.
